What HUD actually looks at, and how it's scored.

NSPIRE is HUD's inspection model for federally assisted housing. It replaced a cosmetics-first approach with one built around resident health, safety and whether things actually function. Here is what that means for your property, in plain language.

The basics

A standard built around residents

NSPIRE stands for the National Standards for the Physical Inspection of Real Estate. It is HUD's inspection framework for the housing it subsidizes, and it consolidated a patchwork of older protocols into one standard applied consistently across programs.

The shift that matters most: NSPIRE de-emphasizes appearance and concentrates on health, safety and functional performance. A scuffed wall is not what fails a property. What does: a smoke alarm that doesn't sound, a door that won't lock, or a unit without heat.

It also puts more weight on the inside of units, where people actually live, rather than allowing a well-kept exterior to carry a property whose units are deteriorating.

What a failure costs

A poor result is rarely a single event. It sets off a sequence that gets progressively harder to stop:

  • Mandatory correction windows with documented proof required
  • More frequent re-inspection and closer oversight
  • Required corrective action plans and enforcement referrals
  • Risk to subsidy payments and program participation
  • Damaged standing with HUD, lenders and investors
  • Exposure to legal and regulatory action

Every one of these is avoidable with preparation that starts early enough.

Inspectable areas

Three areas. One standard applied to each.

HUD divides every property into three inspectable areas. A deficiency in any of them affects your score, and unit-level findings carry particular weight.

Unit

The interior components of an individual dwelling, where the resident actually lives.

Kitchen: appliances, cabinets, sink, outlets
Bathroom: fixtures, ventilation, water supply
Electrical: outlets, switches, GFCI protection
Smoke and carbon monoxide alarms
Windows, doors, locks and egress
Floors, walls, ceilings and surfaces
Heating, cooling and hot water

Inside

Common areas and building systems within the building interior that are not inside a unit.

Hallways, stairwells and lobbies
Laundry rooms and community spaces
Mechanical and electrical rooms
Elevators and accessibility routes
Fire doors, extinguishers, sprinklers
Emergency lighting and exit signage
Interior structural components

Outside

The building site, exterior components, and any building systems located outside the building or unit.

Roof, gutters and drainage
Foundation, walls and structural integrity
Walkways, parking and site grading
Handrails, guardrails and steps
Exterior lighting and site safety
Playgrounds and recreation areas
Detached structures and exterior units

Not every finding is equal. The clock proves it.

NSPIRE classifies each deficiency by how much harm it can do. The classification determines how fast you must correct it and how heavily it weighs on your score.

Life-Threatening

Correct within 24 hours

Presents a high risk of death, severe illness or injury to a resident. Correction is required within one day.

Severe

Correct within 30 days

High risk of permanent disability, serious injury or illness, or a compromise of physical security.

Sustained loss of heat or hot water

Moderate

Correct within 30 days

Presents a moderate health risk that could cause temporary harm or worsen an existing chronic condition.

Mold growth or persistent moisture
Damaged flooring creating a trip hazard
Inoperable bathroom ventilation

Low

Correct within 60 days

Affects habitability but does not present a substantive health or safety risk on its own.

Common findings

What actually gets cited most often

After enough walkthroughs, the pattern is consistent. These six categories account for the majority of serious findings we correct, and most of them are inexpensive to fix before an inspection and expensive to explain afterward.

Life-threatening

Life-safety devices

Missing, expired, disconnected or improperly located smoke and carbon monoxide alarms remain the single most common serious finding, and one of the fastest to correct.

Severe

Electrical hazards

Exposed conductors, missing cover plates, non-functioning GFCI protection near water sources, damaged outlets, and improperly modified panels.

Moderate

Plumbing & water

Active leaks, inadequate hot water, damaged supply lines, non-draining fixtures, and the moisture damage that follows any of them.

Severe

Doors, locks & egress

Entry doors that don't lock or latch, damaged fire-rated doors, blocked exits, and windows that won't open, close or lock as designed.

Moderate

Ventilation & mold

Inoperable bathroom and kitchen exhaust, visible mold, water staining and the chronic moisture conditions that produce them.

Severe

Infestation

Evidence of pest or rodent activity in units or common areas, along with the entry points and sanitation conditions that sustain it.

What good preparation actually looks like

This is the schedule we run when there's time to run it properly. If your date is closer than this, we compress it, starting with anything that could be classified life-threatening.

6+ months out

Baseline audit

Full-property walkthrough against the NSPIRE standards. This is when there is still time to address roofing, structural, mechanical and site work without emergency pricing.

3-6 months out

Systems & exterior

Building systems, exterior repairs, and anything requiring permits, specialty trades or long lead times. Capital scopes get scheduled and phased here.

1-3 months out

Unit-by-unit sweep

Systematic interior work across every unit: life-safety devices, electrical, plumbing, doors, windows and surfaces, all coordinated around residents.

2-4 weeks out

Verification walk

A second full audit confirming every punch-list item is closed, with before-and-after documentation compiled into a single file.

Inspection day

On-site support

Our supervisor accompanies the inspector with the documentation packet, answers technical questions, and corrects qualifying items on the spot.

Debrief & response

We review the results with you, and if anything was cited, build and execute the correction plan inside the required window.
